First Things First: Understand Facebook Ad Account Ownership

Before you click any buttons, it’s important to understand how Meta structures ownership. This one concept is the source of most confusion and frustration.

  • Personal Ad Accounts vs. Business Manager Accounts: Every personal Facebook profile has a default ad account associated with it. A personal ad account’s ownership cannot be transferred. Ownership is permanently tied to the individual's Facebook profile. To transfer control, the ad account must be owned by a Meta Business Manager (also known as a Business Account or Business Suite).
  • Ownership Resides with the Business Manager: An ad account is an "asset," and a Business Manager is the container that "owns" assets like ad accounts, Facebook Pages, Instagram accounts, and Pixels. Therefore, to "change the owner," you are essentially moving the ad account from Business Manager A to Business Manager B.
  • Admins vs. Owners: An "owner" is the Business Manager itself. An "admin" is a person with top-level permissions within that Business Manager. To initiate any kind of ownership or access change, you must have admin permissions on the respective Business Manager account.

If your ad account is still a personal one, your first step is to add it to a Business Manager you've created. Once it's inside a Business Manager, you can proceed with a transfer.

Scenario 1: Granting Full Access to a Partner (The Most Common & Safest Method)

In 99% of cases, you don't actually need to do a full, permanent ownership transfer. When you hire a marketing agency, a freelancer, or collaborate with another company, what you really need to do is grant them "partner access" with full control. The ad account asset remains in your Business Manager, but you give them permission to work in it as if it were their own.

This is the safest and most recommended method. It gives you an "undo" button — you can remove their access at any time.

Step 1: Get the Partner's Business Manager ID

The person or agency you are granting access to needs to provide you with their Business Manager ID. It's a long string of numbers they can find in their own Business Manager account under Business Settings → Business Info.

Step 2: Assign the Partner in Your Business Settings

Now, as the admin of the Business Manager that owns the ad account, follow these steps:

  1. Navigate to Meta Business Settings.
  2. On the left-hand menu, go to Accounts → Ad Accounts.
  3. Select the specific ad account you want to share from the list.
  4. Click the blue "Assign Partners" button.

Step 3: Assign Permissions

A new window will pop up. Follow these final steps:

  1. Choose the option "Business ID".
  2. Paste the partner's Business Manager ID into the field.
  3. On the next screen, toggle on the permissions you want to grant. For an agency or manager who will be running everything, you'll want to enable "Full Control" at the very bottom. This automatically selects all sub-permissions like creating campaigns, viewing performance, and managing the ad account.
  4. Click "Next" and confirm.

That's it! The new partner will now see your ad account within their own Business Manager and can assign their team members to work on it. Your billing information remains private and secure in your Business Manager.

Scenario 2: A Full, Permanent Ownership Transfer (The Advanced Method)

A complete transfer is rare and should only be done in situations like selling your business or undergoing a major internal corporate restructure. This process is more involved and, in most cases, irreversible.

Heads-up before you start:

  • All outstanding advertising bills must be paid and settled on the account before a transfer can happen.
  • The ad account must belong to a Business Manager and must not be a personal ad account that was simply moved into a Business Manager. Generally, the account must have been created inside the Business Manager that currently owns it.
  • If the original Business Manager is also the owner of the Meta Pixel used by the ad account, access to that pixel can be lost. You’ll need to grant partner access to the Pixel as a separate step.

Due to Meta's changing policies, the most reliable way to accomplish this is now for the new owner to initiate a request to claim the asset.

Step 1: Get Your Ad Account ID

The person trying to gain ownership will need the ad account's ID. You can find this by navigating to your Ad Accounts section in Business Settings. It's listed right under the ad account's name.

Step 2: The New Owner Requests Access

The person taking ownership must go into their Business Manager and do the following:

  1. Navigate to Business Settings → Accounts → Ad Accounts.
  2. Click the blue "Add" button.
  3. From the dropdown menu, select "Add an Ad Account." (Do NOT choose "Request access to an Ad Account," as that is for partner access).
  4. A pop-up will ask for the Ad Account ID. They need to paste your ad account ID here and click "Add Ad Account."

This action officially claims ownership. Because the ad account is already owned by your Business Manager, this will trigger a request.

Step 3: The Current Owner Approves the Request

You, as the admin of the current Business Manager, will receive a notification and see a pending request. To approve it:

  1. Go to your Business Settings.
  2. Navigate to the "Requests" section in the left-hand menu.
  3. You should see an incoming request from the new owner to claim your ad account.
  4. Click "Approve."

Once you approve, the ad account will be permanently removed from your Business Manager and will live inside the new owner's. Any payment methods you had on file will be disconnected, and the new owner will be prompted to add their own to continue running ads.

Troubleshooting Common Issues

Sometimes things don't go as planned. Here are some of the most common hiccups and how to solve them.

  • The "Add an Ad Account" option is greyed out. This usually means the receiving Business Manager has reached its ad account creation limit. This is especially common for new Business Managers. The only solution is to run ads successfully on their existing accounts to build trust with Meta's systems over time.
  • Why can't I remove an ad account from my Business Manager? You might not be able to remove an ad account if: there are outstanding bills to be paid, the ad account is a personal one moved into the BM (it can't be moved again), you are not a full admin, or other assets in your Business Manager (like a custom audience) depend on the ad account. Settle balances first and ensure you have full administrative permissions.
  • "This ad account cannot be moved." Meta often prevents ad accounts from being moved from their original Business Manager for security reasons. If you see this notice and a full ownership transfer is absolutely necessary, your only recourse is to contact Meta Ad Support directly for manual intervention.
  • Agency Asking for Ownership. Be very wary of any agency or freelancer who asks you to transfer full ownership of your ad account to their Business Manager. Standard industry practice is to grant partner access (Scenario 1). This protects you, as you retain control over your own business assets.
